It argues that the reasons why they gain political and social visibility are to acquire political and economic legitimacy, and social and cultural awareness among the public. It also analyzes how the NGOs try to solve the various challenges they face. Through legitimacy and public awareness, the NGOs could gain visibility to produce a positive image of the queer community and increase the acceptability of queer NGOs and queer people in China.
